01 — Definition
The process that converts 24 fps film to 60i / 30 fps video by repeating film frames in a 3-field then 2-field pattern — hence the recognisable judder cadence. Removing it (inverse telecine) restores the original 24 fps for clean editing or reprojection. Mixed cadences in a playout chain cause stutter that no amount of frame blending fully hides.
02 — In the field
24p content juddering on a 60 Hz output? The pulldown is wrong, or it is being applied twice. Set the media server to output the native cadence and let the display handle the conversion, or use proper inverse telecine.
